Long sentenced prisoners, but there would be many for whom it would not appear absolutely essential. There are, as it were, many for whom anything be done to reduce the number of this class. They cost the Colony much, their imprisonment serves them but little, but to discover how their numbers can be lessened by rule. There are many in prison of the mendicant class who, far from requiring the separate system, are not even able to submit to the ordinary prison regulations, but who, as soon as they arrive, are at once put on the sick list. I should be exceedingly glad if anything could be done, though it is not easy.
